Geosynthetics on the NY State DOT Materials Approved List
Carthage Mills is proud to offer a wide range of geosynthetic and erosion control products that meet the rigorous standards of the NY State DOT Materials Approved List. The geotextile products on this list have been evaluated and approved through the American Association of State Highway and Transportation Officials (AASHTO), formerly know as the National Transportation Product Evaluation Program (NTPEP), ensuring compliance with NYSDOT specifications based on AASHTO M-288 standards. Below, we highlight our approved geotextiles, geomembranes, and erosion control products, along with their applications and key features.
Woven Monofilament Geotextiles: 4%HD and 6%
Carthage Mills’ woven monofilament geotextile fabrics are engineered for durability and versatility in a variety of engineering applications. These fabrics are constructed from high-strength monofilament yarns, providing excellent filtration, separation, and reinforcement properties. Their open weave structure allows for water flow while retaining soil particles, making them ideal for applications requiring drainage and stabilization.
- Carthage 4%HD: Approved for both bedding (soil type A) and class 1 stabilization, this heavy-duty version offers enhanced tensile strength for demanding stabilization projects, such as road base reinforcement.
- Carthage 6%: Approved for bedding (soil types B and C), this geotextile accommodates a broader range of soil conditions, providing reliable performance in challenging environments.
These products are ideal for projects requiring robust filtration and stabilization, such as roadway construction and embankment support.

Woven Slit Film Geotextiles: Carthage FX-66 and FX-60
Carthage Mills’ woven slit film geotextiles, including FX-66 and FX-60, are designed for separation and stabilization applications. These fabrics are made from flat, tape-like polypropylene yarns woven into a tight, durable structure, offering excellent tensile strength and resistance to soil movement.
- Carthage FX-66: Approved for separation (class 1 & 2) and stabilization (class 1), FX-66 is a versatile geotextile used in road construction and other projects requiring a strong barrier to prevent soil intermixing while maintaining structural integrity.
- Carthage FX-60: Approved for separation (class 2), this geotextile provides reliable performance in less demanding separation applications, ensuring long-term stability in roadways and embankments.
These woven slit film geotextiles are perfect for projects requiring cost-effective, high-strength solutions for separation and stabilization.
Nonwoven Needlepunched Civil Geotextiles: Carthage FX-60HS and FX-80HS on the NY State DOT Materials Approved List
The Carthage Mills HS Geotextile series consists of nonwoven needlepunched fabrics, designed for applications requiring filtration, drainage, and protection. These geotextiles are made by mechanically bonding polypropylene fibers through a needlepunched process, creating a thick, felt-like material with excellent water permeability and soil retention properties. The HS series is particularly suited for projects requiring robust drainage and slope protection.
- Carthage Mills’ FX-60HS: Approved for separation (class 1) and drainage (class 2), this geotextile excels in applications where water flow and soil separation are critical, such as in drainage systems and roadway subgrades.
- Carthage Mills’ FX-80HS: Approved for drainage, slope protection, and stabilization, FX-80HS is a heavier-duty option, offering enhanced protection for slopes and embankments while supporting drainage and stabilization needs.
The HS series is a go-to choice for engineers seeking versatile, economical nonwoven geotextiles for a range of infrastructure projects.
Geomembranes: EPI-30 MIL-PVC
In addition to geotextiles, Carthage Mills offers the EPI-30 MIL-PVC geomembrane, which is included on the NYSDOT Approved List. Geomembranes are impermeable liners used to control fluid migration in applications such as landfill liners, pond liners, and containment systems. The EPI-30 MIL-PVC is a high-quality polyvinyl chloride (PVC) liner known for its durability, flexibility, and resistance to chemicals and environmental stressors. This geomembrane is ideal for projects requiring reliable containment and protection against water or contaminant seepage.
Erosion Control Products
Carthage Mills also provides a variety of erosion control materials listed on the NYSDOT Approved List for Rolled Erosion Control Products. These products are designed to prevent soil erosion, stabilize slopes, and promote vegetation growth in landscaping and construction projects. Approved products include:
- ECS-1 and ECS-2: Single and double-net straw blankets for temporary erosion control.
- Jute: A biodegradable natural fiber mat for environmentally sensitive areas.
- ECSC-2 and ECC-2: Coconut/straw and coconut blankets for longer-term erosion control.
